The origins of Tulmar can be traced back to 1951 when RFD Canada was established in Granby, Quebec to perform repair and overhaul services on marine life rafts. The company was renamed Tul Safety Equipment Ltd and moved to Hawkesbury, Ontario in 1968. In Hawkesbury, Tul Safety established a design and engineering department to develop and manufacture inflatable survival equipment as well as protective covers and stowage equipment for the first generation of Light Armored Vehicles (LAVs). TUL XL aviation life rafts became standard equipment on Canada’s military air fleet.
Tulmar Safety Systems Inc.
Tulmar Safety Systems was incorporated on April 29 1992, with senior management and production personnel from the former Tul Safety.
The company extended its capabilities into repair & overhaul and manufacturing of inflatable safety equipment as well as the design and development of proprietary defence and aerospace inflatable equipment. Tulmar life rafts are in-service on both rotary and fixed-wing aircraft and we produce life preservers for all branches of service. Markets were expanded to include global airline training and public safety and emergency response for which Tulmar builds purposed-designed specialty equipment including evacuation training slides, ice-water rescue systems, inflatable shelters and tactical life preservers.
Today, Tulmar is a strategic supplier of engineered textiles and complex assembled products, delivered directly to government agencies, the Canadian Department of National Defence (DND) and through global vehicle and system prime contractors.
Tulmar Manufacturing Inc.
An affiliated company ‘Tulmar Manufacturing’ was incorporated in Wixom, Michigan in 2003 to provide a US manufacturing base for vehicle seating, stowage equipment and military tentage. Now located in Ogdensburg, NY, Tulmar Manufacturing is a US owned and operated Small Business providing light manufacturing, assembly and value-added logistics services for defence and transportation prime contractors in the United States.
Tulmar Technical Services Inc.
Tulmar Technical Services’ was established in 2007 to provide custom management and operational services for aircraft cabin emergency evacuation training equipment. With locations across Canada, Tulmar Technical Services provides a complete maintenance management solution for Cabin Crew Training Centers.
The heart of Tulmar is its people. The company employs a diverse range of people, engineering experts, an effective production crew and a dedicated customer support team. Together, they drive the successes that enable Tulmar to deliver excellent service and innovative products.
Tulmar’s Leadership Team:
Barney is a Hawkesbury native and has worked with Tulmar and Tul Safety for twenty-seven years. He is active as a board and committee member with both the Canadian Defence and Security Industry (CADSI) and Aerospace Industry Association of Canada (AIAC). Barney believes in “people” and feels blessed that the company has an engaged and talented work force. Barney is a chartered professional accountant (CMA, CPA) with exceptional experience and skill in finance, administration and entrepreneurial business growth. When not working or at his home in Ottawa, Barney enjoys relaxing at his family’s all season cottage including skiing in winter, golf and water sports in the summer.
Chief Operating Officer
Peter joined the Tulmar Group as Chief Operating Officer in May 2014. Drawing on over 25 years of strategic and operational leadership experience across multiple industries he works closely with the President in crafting Tulmar’s strategic direction and drives operational excellence through ongoing interaction with customers, suppliers, partners and Tulmar’s leadership team.
Peter holds a Masters of Business Administration from the Ivey School of Business and serves on several corporate and not for profit boards. When he’s not engaged in business you’ll find him spending cherished time with family, pursuing his passion for the outdoors or racing his Formula 2 race car.
VP – Business Development
Since 2016 Patrick has applied his 20 plus years of experience in international business development and sales growth for innovative aerospace product and service companies to Tulmar. He has managed sales teams on every continent rallying teams around a strong corporate vision he helped create. He has won local and international distinctions and awards for the companies including the prestigious Crystal Cabin award for innovation in aircraft interiors in Hamburg, Germany.
Patrick holds a graduate degree in business from the Montreal Business School and an undergraduate degree in sciences from the University of Montreal. He lives in the Montreal area and in his spare time he enjoys outdoor activities.
Director of Engineering
Robin is a professional engineer, CWB welding specialist, and CSA certified welding inspector. He joined the Tulmar team in 2005 following a career as a project manager for a locomotive repair and overhaul business, and leading an engineering team for a railroad vehicle equipment manufacturer. Having grown-up only minutes from the Hawkesbury area, Robin enjoys a rural lifestyle with his wife and two children. He is an avid off-road motorcyclist and has a passion for applying his engineering and mechanical skills to building custom “off road” Jeeps.
Director of Finance
A graduate of the University of Ottawa, Helene obtained her CMA and CPA designations. She brings to Tulmar over 30 years of experience at the corporate and manufacturing level in various industries including: pulp & paper, technology, automotive and aerospace. Helene joined Tulmar in 2009 and as Director of Finance manages HR, Accounting, IT and Procurement. Like all good accountants, she’s working on her bucket list to experience nature in different countries which so far includes Hawaii’s volcano, Africa’s safaris and Australia’s unique animal kingdom.

Director of Supply Chain and Logistics
Lori is originally from Sunderland Ontario, a small town north of Oshawa, Ontario. She graduated from Durham College with a Diploma in Operations Management. Lori joined Tulmar in 2005 after moving to Hawkesbury upon her return to Canada from living abroad in South Korea where her husband was an Aerospace MRB Engineer. Lori began her career at Tulmar as Purchasing Manager, progressing to the position of OEM Program Manager, before assuming her current role as Director of Repair and Overhaul. In her free time, Lori enjoys working on her new-found interest of creating glass lamp-work beads.
Brian Le Huquet
Director of Manufacturing
Brian has over 30 years in manufacturing management. As a lean manufacturing practitioner and advocate of the OK management philosophy, “Organized Kaos”, Brian has been leading and motivating production teams at Tulmar for the past 15 years. Punctual to a fault, Brian is usually the first one opening the building every morning. After spending time in Saudi Arabia building residential homes Brian returned to school completing a Bachelor of Commerce degree at Concordia University, and an Electronic Engineering Technologist degree from DeVry. An avid sports fan and athlete (his knees have slowed him down), Brian enjoys international politics, astronomy, and cooking.
Director of Defence Solutions
Helena holds a Bachelor of Science degree from North Carolina State University School of Textiles and a MBA from Concordia University. She joined Tulmar in 2001 and has managed Government Contracts, Product Development and Marketing. Helena is an avid golfer and loves travelling, preferably on the ocean. A former reservist with the Argyll and Sutherland Highlanders of Canada, Helena appreciates her role in delivering innovative protective solutions for Tulmar’s defence and security clients.
